Ok, some thoughts: 

I think it`s a good idea to have two files. The definition of the first
looks good.
I`m not sure what is your intension with the second one though. 
Is it mainly a part of the first one to have a smaller file for daily
use, or does it mainly store the users preferences?

I would sugguest the first file describing which network can be found
where (that is exactly what you did), and keep this information
completely out of the second one.
Therein would be stored which network is assigned to which program
number, which language is preferred, maybe a volume preset and the like.
The connection had to be made by the name of the network, or some
network id (does this exist?) which is independent of the means of
transport (satellite/cable, digital/analog).

That would solve the following inconvieniences:
Every time i load/scan a new channel list (because there have been
changes on the satelite/cable), i have to sort it according to my
preferences again. 
If i change my preferences, i have to sort several lists for tv`s, vcr,
vdr, xawtv (which i still use for some reasons, eg. videotext). Ok there
can`t be anything done for the tv and vcr (maybe with a "follow tv"
driver, but who has time for that? And vcr is obsolete soon anyway :-))
), but within the computer this should be possible and your work seems
to go right in that direction. 

If a small input file to vdr is prefered, then maybe there is need for a
third file which is generated out of the first and second: 
just the channels that one can receive and one is interested in. Sorted
according to once preferences and attributed with language defaults, but
also containing satelite/transponder/...

Does that make sense?
