I guess you wouldn't even have to read a real mpeg stream from disk.
You could use one small I-frame (don't know what the smallest "faked"
I-frame would have to look like) and send that over and over again.

But you could totally also disable the I-frame syncing in remux.c
by uncommenting the code marked "test recording without determining the real frame borders:".
That way all data is considered I-frame synced. Maybe that helps.
