There are cards manufactured by Broadlogic that include CA module and
smartcard connector.

Linux drivers are available, but in binary form only.

There are 2 models :
- The satellite express PCI, equivalent to the TT budget card + CA module,

- The satellite express 2035, which includes a MPEG2 decoder ,
http://www.broadlogic.com/products/satexp2035.html

I think they are cheaper than a TT card + CA-module interface + CA-module,
if you want to watch encrypted channels.
I have not tested these cards.
