I think you should have put here 
filter_0 512 ppp0
^^^^^ dvbd will take the IP of this device and rewrite the
MAC on the dvb device

Sync should be 127, Vber should be 0 (or at least < 5000).
You seem to have problems with tuning your card.
This output is very strange because usually Sync=0 when there's no
signal.

Note that without the /dev/video and support for it in the drivers, dvbd
will not tune correctly. The line you commented that gave invalid ioctl
error is the one that sets the tuning parameters to the card's tuner
module.

dvbd should do this, not you. If it's a dial-up line, most likely you
get assigned a different IP address every time you call. If it's a
leased line, then this is acceptable.
