We would certainly like to do that, but we can't, because of
various NDAs and because of other companies' copyrights on
some parts of the code. Even if we would rewrite the ARM application
from scratch, the NDAs would not allow us to distribute the
source, and it still would have to be linked against a binary
only library provided by TI, because the AV711x hardware
documentation is incomplete.

Ralph once begun writing a GPL firmware (look in
driver/av7110/gnufirm), but stopped because of that. If
someone could extract the necessary information from
TI, work on gnufirm could continue, but I don't see
that happen.
