[linux-dvb] signing application

Hello,
sorry if my question is 'off the topic'.
I'd like to find a free signing MHP application tool.
Is there any?
I've heard that there is a Scandinavian company called
MTV which made a signing tool called BSE.
As you can imagine it's hard to find something if your
keywords are such overused ones.
