Maybe they are all defined as 'East', for example Thor is at 1W
but in satcodx it is defined as 359E

I don't think so, -1 means something else (or BIT AND 0x7f is wrong), because the ETSI states:
_west_east_flag_: The west_east_flag is a 1-bit field indicating if the satellite position is in the western or eastern part of the orbit. A value "0" indicates the western position and a value "1" indicates the eastern position.
