Ha!
I got that fixed.
The configure.in file had some bugs.
I mailed the author of GOPChop, but he has not responded.

I will attach my configure.in which you can use.
You need to re-create configure from configure.in by running
aclocal ; autoconf ; automake

I only got it to build by using the NLS-disabling flag of configure,
and cd-ing to ./src and doing a make.
