Have you tried dvbtune (http://www.linuxstb.org/dvbtune/index.shtml)?  

If you use it to tune into a multiplex it will tell you the bit error
rate, signal strength and SNR.  On my board (DVB-t rev 1.6) it gives
signal strength and SNR of zero.  Could people try dvbtune and report
back whether or not they get zero signal strength and SNR and the type
and revision of board they are using?
