I'm not sure what you mean.
Why should VDR load *all* plugins, if the user only wants specific ones?

If you want to load *all* plugins, you can use the parameter -P*, as in

  vdr -P'*'

(note the quotes to prevent the shell from expanding the wildcard).
However, in that case you can't give specific options to individual
plugins.
