the simple way (without reencoding) is impossible if you want to produce a standard conform DVD (sound is ok with 48kHz) because of the resolution of some stations (Premiere, SAT, MTV, ...) 480x576 is a SVCD resolution
you can burn this to a DVD (if your authoring software do that) but not all players will produce a propper picture.

comercial solutions will decode the picture and feed it to a mpeg2-hardware-encoder chip with selctable resolution (720x576, 352x576) and datarate, like the Philips DVD Recorder DVDR1000
