Hi,

i did this some month ago anf got good results with using virtualdub
you have to use the following Settings in full processing mode:

Video -> Frame Rate -> "Inverse telecine (3:2 pulldown removal)"
Click "Reconstruct from fields - adaptive"

This will change the framerate from 29,9 to 24 whithout destroying audio
sync

if your source is mpeg1 and you want to get a pal compliant mpeg1 out
you have to do the following additionally:

Video -> Filters -> "Resisze", Settings: Click "Expand frame and
letterbox image", "Frame Height" = 288, "Frame Width" leave as it is

now you have to choose a compression codec, unfortunately i din't find a
way to compress directly into mpeg (if you dont want mpeg1 output, there
is no problem for you)
so i first chosse a low loss codec with very high bitrate such as DivX 5
with 4000 kbit
then File -> Save As Avi

then i load the result into tmpegenc and convert it to mpeg1

done.
