not realy, if i count only the DVD-R medias its less expansive
example:
 75GB of a cheap so called 80 GB HDD ~100 Euro
 18 x 4.3 GB of a so called 4.7 GB DVD-R ~72 Euro

beside this you still need a DVD-R writer (~350 Euro) and time (thats the most expansive part)
