imho that won´t work, try a LIRC or the build-in ir option of DVB-s

does that mean your DVB-s is in a different PC (wich OS on that primary PC?)
then you could control vdr over network, telnet on port 2001 or much better vdradmin (a webinterface for vdr)

maybe you should provide more details about what you have and what your main tartget is (what to achiev with the keybord control - using keyboard is only one way to get what you want)
