I had the same problem recently. Do you use Suse 8.x?

Use the entry 0.0.0.0/0 for testing. If this works, then you
probably have the problem as I had.
For some reason the Suse 8.x distribution uses 127.0.0.1 and
127.0.0.2 for localhost. So your conf file should contain
these two lines:

127.0.0.0/8             # always accept localhost
192.168.0.0/24          # any host on the local net
