Cutting is done by a simple even-odd basis from the file marks.vdr

If you want to change the way the '0'-key works in a way you suggested it
would be sufficient to have the first and second key press to add a line
(i.e. time mark) to the file marks.vdr. The third key press would remove the
current line _AND_ all preceeding and/or following line(s) with the exact
same time mark.
