First, you should remove the 'A' command, since mini commands
cannot be used with a 3- or 4-satellite switch
I is definitely wrong for the second and third satellite.

Then I suggest to remove all commands except the DiSEqC sequence,
because a DiSEqC switch will (should) ignore them anyway,
as soon it has received a DiSEQc command sequence.

Finally, I would repeat the sequence at least twice
(E1 indicates a retransmission).

Try the following:
S19.2E 11700 V 9750 [E0 10 38 F0] w15 [E1 10 38 F0] W15 [E1 10 38 F0]
S19.2E 11700 V 9750 [E0 10 38 F1] w15 [E1 10 38 F1] W15 [E1 10 38 F1]
S19.2E 11700 V 9750 [E0 10 38 F2] w15 [E1 10 38 F2] W15 [E1 10 38 F2]
S19.2E 11700 V 9750 [E0 10 38 F3] w15 [E1 10 38 F3] W15 [E1 10 38 F3]

S13E 11700 V 9750 [E0 10 38 F4] W15 [E1 10 38 F4] W15 [E1 10 38 F4]
S13E 11700 V 9750 [E0 10 38 F5] W15 [E1 10 38 F5] W15 [E1 10 38 F5]
S13E 11700 V 9750 [E0 10 38 F6] W15 [E1 10 38 F6] W15 [E1 10 38 F6]
S13E 11700 V 9750 [E0 10 38 F7] W15 [E1 10 38 F7] W15 [E1 10 38 F7]

S5W 11700 V 9750 [E0 10 38 F8] W15 [E1 10 38 F8] W15 [E1 10 38 F8]
S5W 11700 V 9750 [E0 10 38 F9] W15 [E1 10 38 F9] W15 [E1 10 38 F9]
S5W 11700 V 9750 [E0 10 38 FA] W15 [E1 10 38 FA] W15 [E1 10 38 FA]
S5W 11700 V 9750 [E0 10 38 FB] W15 [E1 10 38 FB] W15 [E1 10 38 FB]
