[vdr] Suggestion for a VDR standard base

Hi,

as I realized we have to install a lot of libraries doing the same for VDR
and it's plugins, I want to suggest a standard base of VDR which declares
some libraries to be used for the plugin-developers.

As ffmpeg is already used by DXR3 and teletext-patch, this would be the best
solution for the A/V-libraries.

In that way I want to ask the developers of the DVD and MP3-plugin to switch
to ffmpeg's libraries.

This would decrease installation a lot.
