Looks like the CAM just doesn't respond to the "Enter Menu" command.
Maybe it doesn't _have_ a CAM menu?

As for the lack of decrypting: there is no CA_PMT data sent to the
CAM, so it's no wonder it isn't decrypting. Please activate the code
marked "just while debugging..." in VDR/eit.c to see whether VDR sees
any CA descriptors for your programme. The output will go to
/var/log/messages. Switch to your CA channel and watch what happens.
