[vdr] VCD plugin 0.0.4c

Version 0.0.4c of the plugin is available and introduces viewing/replay
of "segment play items" contained on (S)VCDs. This will hopefully
support navigation through (S)VCD play lists in a future release. ;-)

"Segment play items" can be up to 1980 MPEG still images, short video or
audio clips contained in a (S)VCDs data track. In this case, the plugin
will get a new submenu "SPI" under "VideoCD", which can be reached by
the "blue" key. It will list the "segment play items" and allow
selection for viewing/replay.
