[vdr] Feature request for dvd and (s)vcd plugin

Hi,

would it be possible to extend the dvd and vcd plugins with a function to
reduce the drive speed?

I'm using a 48x CDROM, 16x DVD Drive and it makes much noise if it reads a
disk. I can reduce the rotion speed with hdparm, but this only works if a
disk is inserted in the drive. So i can't set the drive speed if i power up
the machine, if there is no disk in it.
It would now be great to make this just before the different plugins are
accessing the drive.

Perhaps it would be possible to define the rotion speed by the plugin setup
screen and store the setting in a specific config file.

It is not possible for me to set the speed manually, because i will not have
a normal keyboard connected to the box at normal operation.
