The stream scanner is part of the AC3overDVB patch.

I think there are some missunderstandings. Just to clarify:

-The AC3overDVB patch ist used to hear AC3/DTS sound via DVB
card. No sound card required.
-If you want AC3 sound via soundcard, go with bistreamout plugin
-Don't use -a option together with AC3overDVB
-You must have connected your receiver with the SPDIF out of your
DVB card.
-At the analog audio out of the card, you'll hear strange sound
while AC3 output is in progress (it's the analog representation
of the digital AC3 data).
-You must enable AC3overDVB sound in the setup menu (see
README.AC3overDVB too).
