Yes.
Use vdr2divx.
If you don't want AC3 you can use vdr2divx 2.0 (uses ds.jar - have not tried
it my self) or the older version 160pre1 :

(As far as i remember i saw an newer version 2.0pre0b19 in the news section
at www.vdrportal.de which is not on the server)
If you want AC3 then it is a bit more complicated. If you can read German I
have created an HOWTO here - updated earlyer today for mplayer 0.90 ;) :

I am not sure if the divx created with this will run with Windows - never
tried - mplayer can play them with one small bug though - see HOWTO for
more.
