It's harmless.  It has something to do with the DVB spec.  If you don't 
like the messages, you can comment out the syslog line in eit.c with // at 
the beginning of the line.  Just look for the string

received stuffing section in eit

They're quite prevolent here in the States.  I think it has something to 
do with running a compressed EPG and so sections must start on some 
boundary or something.  It's in the DVB spec, but I never paid much 
attention to it since it didn't impact my day on trying to decode the 
stream.  IT would only really matter if I were a provider and had to get 
it right for spec reasons.
