Start and stop time are two independent settings.
Sorry, but I'm not going to implement such interdependencies like "move them
in sync for the first time, but don't do so when moving back, except
on thursdays when yellow spacecraft are approaching..."
That would only irritate users.

As always, you can, of yourse, change your own version of VDR in any
way you want ;-)
