Not necessarily. If your channels.conf is allright it might also be the
diseqc-settings are wrong. At my parents VDR doesn't work out of the
box, too.

Check with (dvb-)femon if your nova gets lock and receives something
while running VDR.

Use e.g. control-plugin to test VDR before you test your Xine-plugin.

Delete "epg.data" and start VDR with [vdr -P\"control -t /dev/ttyX \"]
as root - if you get EPG displayed reception works. Then try to record
with VDR and playback with xine or mplayer.

If that works, go on testing your great plugin! ;o)
