[vdr] VDR 1.3.x: tuning to channels without vpid, apid

Hello list,

It would be nice, if VDR 1.3.x will tune to channels that have no
audio and video pid, p.e. the ARD-MHP-TEST channels. With current
1.2.6 it is impossible unless manually addind a vpid from another
channel on the same frequency. But sometimes this may not be possible.
