He asked for "anyway I can stop VDR from changing the frequency...".
This is a way to do this ;-)

Maybe you should contact your provider and tell them about this.
Might be a wrong setup in their transpoder data.

Otherwise you could check the data VDR processes to see whether it does
something wrong.
