[vdr] streamdev-server priority

VDR streamdev-server does work well with HTTP clients and remote VDR
streamdev-client.  But when VDR client requests stream from other
multiplex while VDR server is already performing timed recording to
disk from one multiplex, recording stops and VDR client starts getting
stream it asked for.

With HTTP client it seems not to be possible to stop VDR server from
recording, but it can be used to interrupt VDR client from getting
stream by requesting content from other multiplex from HTTP server.

Would it be possible to set:

  - HTTP server priority lower than VDR server priority
  - VDR server priority lower than VDR recording priority

Current behaviour is of course less likely to cause problems if one
has more than one DVB tuner device on VDR server.
