For myself it has help to tune the secondary card with szap, 
before vdr started. But I've only problems if recordings 
started on the secondary card. 
I'm not reliably whether this current up to date.

 szap -c /etc/szap.conf -a 1 -n 1 &
 sleep 2;
 killall szap

 vdr ...
