sure, np
basically all you have to do is to decode the recording, change 
framerate and resolution, encode it again and then you can start making 
the iso

on a linux box i would suggest to use transcode ( 
http://www.theorie.physik.uni-goettingen.de/~ostreich/transcode/ )
on a wintendo box i would use dvd2svcd ( http://www.dvd2dvd.org/ ) in 
dvb2dvd mode and with cce as encoder.
