[vdr] vdr-1.3.15 no longer waiting for tuner lock

It appears that some changes in VDR's tuning lock may be causing VDR to 
shutdown when a timer is executed.

"No longer explicitly waiting for a tuner lock when switching channels 
(apparently setting "live" PIDs before the tuner is locked doesn't 
hurt). Moved the wait into cDevice::AttachReceiver() instead."

When a timer goes off and VDR has to "retune" the channel before it 
starts recording, VDR appears to crash.  Will test further.  Could this 
change above be the cause?
