[linux-dvb] Tuning for DVB-T de-Osnabrueck

Hi,

the dvb apps don't seem to have a tuning file for DVB-T in the region
where I live yet, so here's the one I created for de-Osnabrueck.
Feel free to include in the dvb apps.
