[linux-dvb] udev rules to swap cards?

Did anybody find out a way to swap cards via udev rules?
I tried different rules but had no luck so far; it seems the sysfs
attributes are not available with "KERNEL=="dvb*".
I want my first detected card to become adapter1, the second to become
adapter0.
I don't want to physically swap the cards because of heat problems.

Cards: FF ttpci and b2c2_Flexcop_pci 2.6B.
Kernel: 2.16.29 or newer
Udev version 100.
