Under Debian, I've installed dvb-utils...
Then, I did :
scan -v /usr/share/doc/dvb-utils/examples/scan/dvb-s/Astra-19.2E -l
UNIVERSAL -a 0 | tee channels.conf

and the result is not very good :-(
