[linux-dvb] New initial scan for AU-Perth

Hey,

First time poster.  I noticed quite a while back the AU-Perth initial scan file in util/scan/dvb-t/ of dvb-apps is lacking the details for our community tv station WestTV.

I've been meaning to send an updated scan for a while so here it is.
