[vdr] Darren Salt's vdr-dev Debian packages does not include /usr/include/vdr/patchlevel

Hello,

The debian/rules of that source package generates the debian/patchlevel 
file for inclusion into debian/vdr-dev/usr/include/vdr/patchlevel, but 
does that *after* the creation of the vdr-dev binary-indep package...

The following added dependency solves that :

     106 # Build architecture-independent files here.
     107 binary-indep: build install
     108         dh_testdir -i
     ...
     "debian/rules" 158 lines

(This tiny bug prevents recompiling Tobias source packages with Darren 
vdr-dev)
