[vdr] vdr-1.3.21: video data stream broken

Yes, because it was said to be fixed beginning of this year, and read 
the positive feedback at vdrportal. Additionally, I did not have any 
video data stream error as long I was using VDR 1.3.19 - but I used this 
only for a few weeks.
