You could create a pseudo device which provides a pseudo channel, and
feed black (or whatever, vdr-logo perhaps) frames when tuned into that
channel. It might be useful also on some situations if you need to run
VDR without a DVB hardware, e.g. to play recordings on a laptop.

Not too difficult to implement, but some knowledge is required...
