[vdr] VDR feature request: GotoStoredPosition

To enable/disable GotoStoredPosition we would need a setting (on/off)
on the Diseqc setup menu

If on, then in diseqc.conf commands like are sent to the rotor:

S19.2E 11700 V  9750  t W15 [E0 31 6B 01] W15 v t
S19.2E  99999 V 10600  t W15 [E0 31 6B 01] W15 v T
S19.2E  11700 H  9750  t W15 [E0 31 6B 01] W15 V t
S19.2E  99999 H 10600  t W15 [E0 31 6B 01] W15 V T


(the syntax is E0 header, 31 first rotor, 6B = gotostored position

So If gotostoredposition is ON and the third byte of the diseqc 1.2 command is
6B then issue the command, otherwise block it
