[vdr] locale problem with 1.7.41

thanks for the answer - I got it working.  It was my confusion in 
building the program with the new LCLBLD and ONEDIR options. 
Unfortunately I have no idea on how to improve the instructions on the 
INSTALL file to avoid such confusion for others.
