Install the LinuxTV DVB device drivers like described at http://www.linuxtv.org/wiki/index.php/How_to_install_DVB_device_drivers then extract xc3028-v27.fw from Windows driver like described at http://www.linuxtv.org/wiki/index.php/Xceive_XC3028/XC2028 and copy it into your firmware directory (usually /lib/firmware/).
