That might be due to some security measure activated in the networking
code of your kernel.

AFAIK, the model number always was 564, also for the old model. 
So, one has to look for the remote which only comes with the new
version.
Already with the Bt848 cards Hauppauge was known to change hardware
while keeping the same model number.

You can also open the tuner box (at your own risk) and look what chips
are inside. If the DVB demodulator is a VES1893 it is the old card
version, if it is an STV0299 it is the new version.
