Don't be so pessimistic Klaus :-)  

One solution would be to buy a DVB-C card now (to use for the playback
of live/recorded streams via TV and for the on-screen display) and the
KFIR-based MPEG-II encoding card (see http://www.linuxtv.org for
details).  I admit, this isn't a cheap option, but you would be prepared
for when your cable operator starts using DVB.

It should be straightforward to modify VDR to use the KFIR board (with
the linuxtv.org driver) to record analogue TV as MPEG2 streams - I think
you can set the KFIR driver to output streams on /dev/video in any of
the different MPEG2 formats (TS/PES/AV_PES etc).

The only problem you would have would be with tuning your Cable box to
different channels.  However, I am sure that LIRC can help with this -
or you change channels and set the timer on your cable box
independently.
