Probably you use the wrong driver.

The author of dvbd3 says in the README:

  - Siemens DVB drivers are assumed to be installed & working prior
  using this software. Please download the Siemens DVB drivers (I
  suggest you version 0.8.2 - others need not necessarily work very
  well tho).
