Look at /usr/src/linux/drivers/char/nvram.c
AFAIK you can use ioctl(NVRAM_SETCKS).

Setting alarm time in /proc/drivers/rtc doesen't work at all for me. 
Was your computer switched off? Or was it in a state like "suspend to
ram"?
