I do not think you will save a significant amount of space
if you transfer the raw data to the CD instead of creating
an iso9660 file system. After all, there are only very few 
files populating the file system, so it will not create
much overhead.

If you want to squeeze the last bit onto the CD, you may want
to consider writing it as an SVCD. This format uses 2352
bytes per CD sector (as opposed to 2048 on a iso9660 CD),
so instead of 700 MB you will fit ~803 MB on one CD.

Also, depending on the bit rate and resolution, some DVD
players may be able to play the SVCD directly, even if
you do not decode and re-encode the MPEG.

The only drawback of the larger sectors is of course a
higher error rate due to the lower redundancy. If you
keep your CD clean, that should not really matter.
