Except the technical reasons:

Have a look at www.heise.de "suche" "news" "kabel"

There is a problem that the deutsche telekom ag sold there cables
to a TV-company, which own several own channels and don't like
other channels...(simple said)
For the "normal" analog buquet on digital you have to pay extra money...
because cable-TV is extremly expensive. (Poor poor cable companies... ;-))


Recommended Solutions:

First choice
Install a dish!

Second choice:
Move to a house were dishes are allowed or common.

Third choice:
Wait for DVB-T


cable is great for "point-to-point", 
but not for broadcast "one-to-many" resp. "alot-to-many"
