Well, there is no "excess" bandwith in the MPEG stream. AFAIK some time ago
Astra promised to make some cheap bandwith available during TV off-peak
hours, but this never materialized.
Also few people are patient enought to wait for others to need the same
files as they do.
Maybe multimedia/news multicasting /MBONE will be fit for this, but it isn't
easy to workout a profitable revenue model.
