Not in VDR, but on the dbox2-platform there are three programs (zapit,
edvb/enigma, lcars) which are able to do a scan like this (with more or less
success).

at least enigma (i cannot speak for the others) also updates the channels
on-the-fly when new SDTs are sent, but this feature isn't tested very well
but SHOULD work :)

zapping just by SID and ONID also enables the nifty DVB features like NVOD,
Mosaic and (often properitary) Linkage-stuff (like Premiere Sport/F1 etc.)
without much work.
